My 1989 780 is putting out 41 degrees F out of the center vents on a 90 degree day. It has an R134 system. Is this is good as I should expect without a VOV?

That depends if it's at idle or at cruise.

At idle that's almost impossible. Even the newer factory R134 systems won't see 41deg at idle on a 90 degree day. At cruise speed with unobstructed windflow to the condenser, that's very good. It's hard to get fifty degrees of drop out of R134. The 700 series cars have very good A/C systems, though, and do well with conversions. You could theoretically see high thirties with ambient temps in the 80s.

As much as I love them, I wouldn't bother with the variable orifice unless you have another pressing reason to disassemble the system. They have been failing (apparently) which has kept me from using them anymore. Until I know more about the failures, that is.
