No Start after replacement of in-tank pump 700

I replaced the in-tank pump with a brand-new one. I've done the procedure several times, and I didn't touch anything else. When all was back in, the car wouldn't start. I've checked and double checked all of the connections, all seem in good order. The fuel pump relay is not at fault.

The starter turns and sometines the car will even run for a moment. It is very similar to when the ignition control module went...but that is less than a year old now.

Is there any way to test if power is getting to the pumps? Any other ideas as to what might have gone wrong?

The LH Jetronic fuel injection systems will run on just the primary pump (located approximately under the driver's seat). The Rex/Regina fuel injection system has only the in tank pump. Use a voltage tester to verify voltage to the in tank pump, and use a meter to verify the ground connection. Since the fuel pump is a permanent magnet DC motor, it is polarity sensitive and will run backwards if hooked up reverse polarity.

How do I use the voltage tester? I mean, where should I connect it at to test each pump. Thanks,
