Jump wires on my 1990 765 Turbo 700 1990

I have a 765 Turbo just finished rebuilting the motor and I realized that some "mechanic" pulled a wire from the BLUE wire in the harness between the engine and the firewall to the BLUE/WHITE wire located above the battery area and in between he put a 20A fuse. While I was installing the motor back I pulled this fuse by accident and the car wouldn't start.I was wondering if any of you VOLVO guys have any idea what is this about. I hate bypass wires on the car. I pulled the chilton catalogue to identify the wires and the Blue wire is power from the ignition switch and the blue/white is going to the Mass Flow Meter.

    Jump wires on my 1990 765 Turbo 700 1990

    I found it!. This wire was giving power to the balast resistor. The Suppresion relay was bad and this "mechanic" spend the time to trace and jump the wires instead of checking the relays. Thanks guys for the information about the Volvo Relays, that helped me rectify the problem.
