were there ever any years the 940t had a manual transmission?

Not in the U.S. Last of the old RWD turbos to have a stick was the 1991 740T.

Can you get one from outside the US? Canada? Sweden? If so, how much of a pain would it be to convert to US emissions standards?

There are instructions in the FAQ for converting an AW71 car to an M46. It's for the 700 series, but should work for the 940 from a mechanical perspective. The hard part is going to be the center tunnel trim. It's different between the 740 and 940.
