Most flashers are load-dependent. That means that the more current,
the faster the flash. It could be that there is a short in or near
the rear light so the current is leaking to ground somewhere rather
than going through the bulb.
In any case it is definitely a wiring problem because the front light
is working.
I'd start in the trunk and follow the wiring from the light back up.

BTW it would be helpful to know what model and year of car you have
rather than just "ALL ALL".
Most of us have experience on specific models and years of cars and they
ARE different.

Fast flashing is a result of half the electric load on the flasher. Means the other bulb isn't lighting, for whatever reason. If the bulb is known good, then something else is amiss.

Check the bulb holder for clean bulb contacts, no gray oxide. Bend the tabs of the bulb holder just a tiny bit down, so they make a stronger contact with the circuit board. Clean the circuit board. With the turn signal turned on, wiggle the connector where the harness connects to the circuit board and see if the lights come on.

Post back.

Good Luck,

Bob
