With the engine off should the fan freewheel?

Yes, if it did not freewheel, the fan's clutch would be inop. The fan speed is not directly controlled by the crankshaft drive belt, instead the belt supplies power that is administered by the fan's viscous drive clutch, which in turn is regulated by the engine's compartmental temperature.

When you start a cold engine the fan does not need to provide cooling airflow so the fan's clutch does not lock-up with O2 pump speed. When the compartmental temp increases the fan's viscous or variable clutch engages from low rpm to a higher rpm as required by the compartmental temperature.

In fact, a rogue method of checking the clutch operation is to hold the blade and have someone crank the engine (pull the fuel CB next to the BATT before you attempt this), however be forewarned, should the fan clutch be defective your hand may take one hell of a beating. This should go without saying, but don't try this technique with a warm engine.
