Heat Control Valve Under Hood 700 1990

My question is what controls the heat control valve under the hood near the firewall?? The heat seems to work okay but the valve on the outside stays in one position (I assume it's open). I checked for vacuum on the hose seems low if any. Is there another valve inside buried in the dash?? Should this valve move with the slide control?? 1990 745T 95k miles.

    Heat Control Valve Under Hood

This underhood valve many times does not close fully and allows some heating in the summer.

This can be almsot completely controlled through adjustment of the sliding temperature lever under the dashboard. See this old post from the archives:

The heater control valve is controlled by vacuum applied through the heater control inside: when the temperature selected is at all above cold as determined by the slide or rotary control, the valve opens.

The slider controls the air mixing door.
