Definitely aluminum, for painting, you may want to check out griot's garage (www.griotsgarage.com). They have a nice system to DIY repaint a set of wheels.

Aluminum alloy of some type. All, or many, of the Volvo wheels have "6040" imprinted on them, and that might refer to the material?
