What is the fix for a gas gauge and temp gauge reading at upper limits all the time? Seems to me there is a voltage stabalizer on the back of the instrument cluster. Am I correct?

You are absolutely right. Earlier this week someone had the same problem. $20 part from volvo or you can find one at a pick and pull if you're willing.

The voltage stabilizer would be my choice for replacement. I think you are on the right track.
