If your circuit board is bad you can replace it without replacing the whole light. newandusedvolvoparts.com has them for under $30

The circuit brd that the bulb holder screws into are known for wearing out.
The copper on the circuit board is very thin and after screwing and unscrewing new bulbs into it, the copper wears away. That would cause both your 'bulb out' problem and your dashboard light staying on. Sometimes you can add solder to the copper tracks on that Circuit board.

The panel warning bulb out system can sense when a bulb is wearing out.Something to do with measuring the voltage/ampere of each globe via acoil or something. The thing to do is to replace both brakelight bulbs at once or if it's the park lights -both at once again. This gets the warning light to go out on the dash.
