No start no fuel 200

I have a 1982 245 Gl wagon. It woln't start. When the key is turned the fuel pump does not run, The fuel pump relay does not click, I can jump the fuel pump at the relay connector, and the fuel pump runs. Both the fuel pump, and relay are new. I have tested the ignition switch and it works correctly. Ive checked the fuses, and the controll pressure regulator, all seem to be fine. The Haynes wiring diagram is almost useless. Any help would be greatly appriciated.

No start no fuel 200

When you turn the ignition switch on, the fuel pump relay is powered up from the switch to terminal 15 (the blue/red wire...positive) on the fuel pump relay. At the same time, the ignition control module (right fender well) sends a short duration ground signal to the fuel pump relay and the negative side of the ignition coil. This negative causes the fuel relay to actuate and power the fuel pumps for about 3 seconds to pressurize the system. Upon cranking, the ignition module supplies a pulsed ground signal to the fuel pump relay causing the pump to run continuously. If you have power to the blue/red wire and the relay doesn't actuate, the fuel pump relay is the likely culprit. If the relay is not defective, then the problem is in the ignition control unit, ditributor or wiring between these components. The engine should crank with the fuel pump relay jumpered between terminals 30 and 87 (red wire and yellow/red wire). Also check fuses #7 and 13.
