It will be interesting to read other's comments on this, but...what has the temp of the ambient air have to do with this? Is your MX man telling you that a thermo device is not working, thus prevent the induction of raw air? If induction air is the problem, then a device somewhere is not operating properly. The air density at a colder temp is considerably greater than the density of air at a warmer temp. Cold air wants to flow, by nature it will expand or force warmer air out of its way. Not sure what your MX is telling you. If you suspect an intake restriction, then remove the remove the air filter, unplug the AMM, verify Throttle Body operation.
If spark is verified and timing is within tolerances, then check out the fuel delivery system. If the car starts at warmer temps, then you need to look at things like the cold start valve or the engine temp sensor, or fuel relay (a very common problem). Does it run rough in warm temps, if so does it clear up at normal operating temps. The 240 series begining in 1989, are equipped with a self-diagnostic computer. Though not know for their spectacular performance, they do give you a general direction to look at. Because it has many faults logged in it by now, unplug the negative battery cable for a few minutes, then reconnect and try to start the car. Whether the car starts or not, you can read the codes from the unit to get a general area to look at. And, try another MX place.
What general area is car located? Maybe some one here can recommend a Volvo MX that they have had good luck with. Also, check the features section for the FAQ's and take a look a the Swedish Bricks site for more info.
Most of all, give us more info on your progress.
