It is normal for the IAC valve to be humming when the ignition is on.
Are you sure about those codes, I have a Volvo green book and there are only two of your codes listed, 113 injector group and 131 RPM sensor. Either one can cause a no start.
I would check for corrosion at all connectors.
How does the 53 pin connector look? It is located on the driver side shock tower, does it still have the cover? Maybe someone has messed with it. I am guessing you have an electrical problem. Some one will know what the other codes may mean.
One thing though, never ever start this engine cold and only run it for a few seconds, such as moving it out of the way in the driveway or from the garage. The next time you go to start up the engine will flood and the valves can get sticky. This engine can get a little touchy when they don't start up right away, because the valves can hang open and then the lifters compensate by pumping up and make the condition worse. So for a while you won't have much compression, if any. This is caused by a build up of carbon on the valves. One way to minimize this is the "Italian tune up", holding the car in first or second gear and taking the throttle up to about 4000 rpms for about 10 minutes.
If it is flooded you can shut down the fuel to the injectors by pushing and holding the gas pedal to the floor during cranking of the engine. It will take a little time but eventually it clears out.
