I'm not sure about the Steffansson springs with Bilstein HD shocks combination.
But I can tell you from my personal experience with my 2 940T's (and my observation of dozens more 900/700 cars I've seen on the road) that frequently the problem is not that the back end is sagging, but that the FRONT end is slightly raised. For some reason, when the front springs on these cars get tired, they tend to RAISE ride height, rather than sag. They still get soft like you'd expect -- you get a squishy ride, and bad brake dive -- but the height of the spring actually increases! My guess is that if you replace your front springs, your ride height will be corrected.
That having been said, regardless of whether it's the front or back, ride height is predominantly regulated by springs -- not shocks & struts. So even if the problem was that the rear is sagging, new shocks would have little -- if any -- affect.
