Where should the turbo gauge be when idling or is it relative?

Something funky going on here I can't log in, lets see if I can get my message down this time. I have a recently rebuilt engine (less than 800 miles) and Dave's calibrated dial face on my turbo guage (http://www.linkline.com/personal/dbarton/). At idle in park or neutral with no AC or other load I read a bit more than 15 on the vacuum side.

Well into the vacuum side. At idle, there's hardly enough exhaust pressure to spin the turbo.
