OD not working 200 1988

Checked OD relay and it's fine, along with fuse. Is this a OD solenoid problem?
Shifts fine, just wont go into 4th gear. Thanks in advance.

Yours is automatic, right?

The relay is wired such that the indicator light can be working OK and still no juice to the solenoid.

After you re-solder the relay, try this: The solenoid makes a distinct "click" when is energizes. It energizes when the key hits position II (run), whether or not the engine is running. With things quiet, get an ear down below the driver's seat under the car and turn on (or get a helper) the ignition, don't start it. Listen for the click. No click = bum solenoid. Yes click = wiring problem. Lots of places to check, first the wire under the car to the solenoid, then the wires into the shifter well.

yes it is an automatic. I swapped the relay out with one off my 89 240 that I know is good. I did notice that the boot on top of the solenoid is damaged. I've already experienced the problem with the wire getting snapped by the drive shaft. Dealer wants 300 bucks for a new one, and FCP Groton only 95.00. Can the solenoid be resoldered as well or need a replacement?

It may look fine but it is not Just resolder the thing.
