When should the upper bulbs be illuminated on the wagon tail lights? Are these running lights? Rear Fogs? Mine are not on. Bulbs are okay? Contacts are clean.

They are rear fogs, switch on dash and they will only work when the headlights are on. I have mine wired up so they are now brake lights. Since the fog rarely get too thick around here I felt that they would serve me better as brake lights for all the blind idiots riding my bumper talking on their cell phones.

Yes, though remember they do not come on when the high beams are on. Just out of curiosity could you guide me into making mine brake lights? I leave my rear fog lights one with my headlights all the time for added safety.
