Why's my 96 960 getting such awful mileage--Part II 900

Howdy. I posted a few weeks ago about my 1996 960 getting 15 miles to the gallon, and received numerous responses, which I greatly appreciate. The mileage dropped even further, to 13 on one tank of city driving. I took the 960 to a friend's shop and hooked in his OTC scanner. Fully warmed, temperature input to the computer was approximately 205 F. Since he doesn't have the Volvo card for the scanner we could only read one O2 sensor, I'm assuming the front one. At 2,100 rpm it basically flat-lined, and it showed a terminal lean condition, which would make the computer hold the injectors open longer to richen the mixture. Last Saturday I installed a new front O2 sensor. Mileage jumped, but only to 17 mixed city and highway. I'm planning on seeing if I can connect a hand-held voltmeter to the connector for the rear sensor so I can take a read on it, as well. I'll likely replace it regardless. Finally, I discovered the car has 205/65-15 tires, when it's supposed to be 195/65-15. Would that give enough discrepancy in the odometer to make it appear I'm getting worse mileage than might actually be the case?

You guys must have 960 sedans. Mine's a wagon. Even the original window sticker (which I still have) shows it as coming with 195/65-15 tires. As to my mileage issue, someone asked how it's running. Beautifully, and always has, that's what's seemed so odd about the whole situation. And I'm surprised that with an 02 sensor that wasn't switching properly that it never set a code.

Huh? I have a 97 and it uses 205/55 r16 wheels. I checked Tirerack.com and used a 96 960 and it shows 96 used the same wheels. Do you have the original rims on this car?
I'm not too sure about the mileage, but I would go ahead and replace the O2 sensor as well. Does it drive sluggishly or smoothly?

205/55-16 was the size for '95s, too.

That's very odd. I just plugged in TireRack.com and it showed 195/65-15.
