does the rotor suppose to spin freely? Last week I was checking the brake pads and found that when I try to spin the rotor I encounter some restriction (the restriction only happens on approx 1/5 of a whole spin, the remaining of the spin is fine). Is that normal? Any suggestion of why this happen? Thanks for any thought.

Does it vibrate when you apply the brakes? If so, the rotors are warped.

the calipers should relax enough so the pads scrape and not stop the rotor. otherwise, your mileage would be awful and the pads would have to be replaced more often. sounds like warped rotors. good luck, chuck.
