95 960 Parking Brake Challenge 900

I have a 95 96 sedan that has a parking brake that went south. I undestand it is the cables seized, so the handle and shoes don't respond. How much work is it to replace the cables, and what is the likely cause?? Let me know guys, so I can get it going again.

I can't even get to the actuating handle to check/adjust the cable onmy son's 960. Whats the trick to removing plastic at back of console?

Do it carefully in warm weather! I can't actually remember how it pops off, but a thin blade screwdriver from the top of the plastic insert should help.

My experience with the V90 is that the shoe assembly rusts out, not the cable. When this happened, the brake level was loose (no resistance). Not saying it cannot be the cable, but for some reason mine and others that have been reported here suggest that it's the shoe assembly instead.

I understand the shoe replacement can be tricky if rusted. Any thoughts on what to watch out for to make it a relatively easy job?
