Bendix Front Brakes 700 1988

Worked on front Bendix brakes this past weekend. Should the lower sleeve around the caliper bolt slide freely in the caliper housing? Mine did not move at all, and now moves , but not freely.
After driving to work today, I smell the brakes. Is this because that sleeve is not sliding and not allowing the pads to move away from the disk?
The rubber boots are not in great shape. Can you buy the sleeve/bolt/boots assembly from someone?

So I will clean the sleeves up, check the diameter, check the hole, lubricate this evening just to keep me going until I get the parts.
Does that sound like a reasonable plan, or is it worthless to mess with them?
