So I was trolling the yards for some spare parts for the wagon. I happened across a Volvo locking cap. Not a nice all metal Volvo one like I had on my 245T, but a red plastic one.

Any idea how expensive a key or two would be for it? Would a competent locksmith be able to cut one, or is this a dealer only option?

Why bother?
There's an insert in the plumbing so you cannot siphon the gas from a Volvo.

Dealer would not be able to provide a key. They would however sell you a new cap with 2 keys.
