Are the rear brake pads supposed to be touching the rotors when in park?

On disc brakes,yes, is normal.

More accurately, the brake pads are always touching the rotors, regardless of the parking brake status or the foot brake status. Only when the brake pedal is pressed do the brake pads make forceful contact with the rotors. The parking brake shoes are inside the disc/drum, and should only make contact when the brake handle is pulled on.
