There is a thermostatic valve in the bottom of the air cleaner. This valve selects pre-heated air when under cold operating conditions. There is a corrugated aluminum hose connecting the heat muff on the exhaust to the air cleaner. The hose needs to be installed. I don't know if the action of the thermostatic valve is checked in CA, but it is not checked in WA or OR.

Go to the 700/900 FAQ and set the Basic Idle Speed and Mixture. Install a new set of spark plugs and check the timing. That is a good start.

We don't have emissions tests here...and failed RPM? Revolutions per minute? What does how high you're idling have to do with anything...must be a "smog" term I don't understand. There is an air filter box thermostat on your car...but it does nothing for cleaning air...just killing air mass meters when it fails...

Just a query...if one has to run lean to pass the emissions test...so long as you have a full tank...couldn't one just pull the fuse for the pre-pump? You'd run a bit crappy for the test, but...Just a thought...

      Chrissiji,
Thank you so much for your thoughts. I'm in california. How can I locate the box. RPM readings were,
      NO (PPM)
      Max My Car
      791 1544 @ 15 MPH
      730 1484 @ 25 MPH
I'm getting too much HC at 25MPH. On the report say's that Eng. Speed failed!

        Like I said...no emissions test here...so I'm a bit lost...

I'm "assuming" (and we all know about assuming), that HC is HydroCarbons, indicating that (again, I think) that your "fuel trim" isn't functioning properly. The system goes through a rich, lean cycle to burn/clean the exhaust gases created by your car. Again, and this is a guess, either your 02 sensor isn't working properly, or your car is running a bit rich, or c) both of the above...what is your gas mileage like?

And I would still like someone to answer...would pulling the pre-pump fuse for the test alleviate this problem?
