You don't say what size front swaybar you're coming from, but whose opinion is most important is *yours*. You're driving the car, if it makes you happy, then it's been a good upgrade. But, if you're going for the best performance handling . . .
Personally, the bigger, the better (provided your car still handles safely) is my approach to swaybars. On my '89 244, I've got the 25/22s, and I'll stick with that for a long time (doubt I'll go for a rear 25, even if I eventually do lower the car).
New bushings are always good, and as far as I can tell the ipd polyurethane ones are the best. I'm looking to get those next.
Keeping the springs OEM doesn't seem like a bad idea. Though the Eibachs are supposedly incredible, the other lowering springs haven't had as popular a reaction, from what I've read on the board. The biggest issue seems to be the lessened clearance, without the benefit of a progressive nature that the Eibachs had.
Volvo wheels are pretty decent; you're not going to see much change between rims (and the offset, I believe, is uncommon, so you can't just slap on your local Honda ricer rims and go). About all you can do is get another Volvo rim that allows for a lower-profile tire, which slightly increases stiffness (better handling).
But, again, it's up to you. I'm looking to make the car the best handling car it can be, and so I'm constantly looking to reduce roll and understeer. You may enjoy a softer ride, and so you wouldn't want to go as far as I hope to go. Whatever makes you enjoy driving your Brick and keep it in good, working order is A-okay by me and probably every other member here on the Brickboard.
