Hose on top of radiator ..overflow? or prop 700

on my 1989 780 what is the little overflow tube on the top left of the raditor..how can that be an overflow..what regulates it...thanks..Jeffrey

tube should be going to an overflow tank. Regulated by gravity and amount of fluid in the radiator. am I missing somthing here?
