Idle fluctuating/running rich 700

I got a problem. '87 760 turbo wagon, sometimes either hot or cold, the idle will fluctuate in a rythmic lope. Engine runs fine off idle, I thought possibly running lean, but it is definitely burning rich, evidenced by 14 mpg and sooty plugs. I have tried different MAF, cleaned the throttle bore, checked as much wiring as I could, tried a different idle motor, and a few other things. It is intermittant. Any help would be great. I need to run this car at least for another year. Thanks.

I had those exact symptoms when my engine coolant temperature sensor went bad. Replaced it, all was fine. Good luck.
