87 240 dl exhaust problem, phila area mechanic recommendation 200

My originally $75.00 87 240 with 120,000 is running well, but still consumes too much gas and puts out too much exhaust- the smell is overpowering (and probably toxic) when you ride with the windows open. I've taken it to several mechanics, and tried to fix it myself, but I don't have the expertise, and neither do they, apparently. Does anyone have a recommendation for an exceptional Volvo mechanic in the Philadelphia Area?

Alternatively, would it make sense to invest in the tools I would need to do a vacuum test? My other volvo 240 '90 with 210,000 mi wagon needs to have the air conditioning diagnosed and eventually converted converted anyway...

    I know of 2 independent Volvo specialists in the Phila. area, but I'm sure you could find more.
