Testing for shorts at fuse block?

Can I check each circuit at the fuse block to see if there are any shorts and if so how?

Testing for shorts at fuse block?

You would have to pull off the connect suppling power and once your sure you have removed the power side wire, then check with an ohm meter from the connector to ground. For the protection of the meter, you generally don't want power on you meter when checking resistance. Some of the connectors have power on them at all times others with key is on.

Let me see if I understand --- I disconect the power side (can I just take out the fuse for that given circuit?) --- then when no power is flowing through I put an ohm meter on the contact and ground an then should I get 0 ohms if all is well?

NO, ZERO Ohms would indicate a dead short to ground.

Any other reading will indicate the potential current draw :- Volts divided by Ohms = current in Amps.
