failed emissions test! where do i begin? 200

my 87 volvo 240 failed a missouri emissions test! Any advice on where to begin looking? The exhuast is strong but doesnt smell like burning oil. Could this be a sensor problem or cat converter? Any help appreciated

You may be able to pass the NOx test by plugging the vacuum line to your Volvo/Chrysler Ignition CU over by the washer tank,

hi chirogreg, tell us the numbers and maybe we can help. We need the CO, HC and NOx readings
