OVERDRIVE DOSESN'T ENTIRE SHUT OFF 700 1991

When I turn off(depressing button) overdrive, there is still some, although slight, some overdrive effects like sound, slight drive resistance. Formerly when I turned it off my automatic transmission returned to its quiet D(drive) position. Does the kick-down cable need adjustment or is it the relay?? PLEASE SAVE ME FROM SOME MECHANIC SUGGESTING A NEW TRANNY!!!

Overdrive is electric. No cables to adjust. Change the relay. The least expensive. If the rest of the gears work fine then it may just require a simple tranny flush. Just tired fluid causing sluggish response.
