Exhaust leak is driving me nuts. 900 1995

95 Volvo 940 Turbo. There's an exhaust leak on the turbo down-pipe where a metal tube of ~1/8 diameter mounts into the exhaust pipe. The leak actually sounds like a bearing knock (that's been ruled out) and it's driving me nuts. Question is, what it the function of that small pipe or tube? Also, has anyone experienced this and if so how did you fix it.

I dont know what to tell you on that tube, cant it be tightened or repaired
@ muffler shop?

I have had the turbo bolts back off (@ exhaust pipe) to the point where I lost 1 stud, dont make that mistake. the dealer thinks highly of those studs.
