How to start a a car with water in gas line 900

This is a general, stupid question. The Volvo starts fine, the other car I suspect has water in gas line and won't start. It sputter a bit then die. It is fairly cold here (Andover, Mass., around 15ºF daytime high in the past few days.)

The question is how does one deal with that once there is (frozen?) water in gas line already?

(Next time I will make sure to build a nice heated garage and park the car in there, buy from reputable gas station, and add a can of dry gas. :)

Mucho TIA.

Speaking from experience.....

Put a can or two of dry gas in the tank, and then run the engine on ether (starting fluid) by spraying it into the air intake in spurts. You can actually run the engine this way on a whole can. By this time the engine should be warm and all injectors lines and hoses should be warm enough to allow fuel flow. BTDT

Be very careful you don't blow anything up in the process!

You either have to get the car to a warm place and let it thaw, remove the offending parts ( lines/filter etc) to a warm spot to clear them, or if you know where the clog is ,CAREFUL and judicious use of a heatgun can sometimes do it.

Oh, yes, dry gas, warmer weather, and starting fluid! I had them all today.

I poured a can of dry gas in the tank, and trickle-charged the battery for a few days. With the weather in upper thirties and sunny outside (on a Sunday, too!) I sprayed down the intake with a good long shot of starting fluid, and soak the air filter with the same. Went to turn the key. It started right up. Thanks to DEWFPO, Klaus, and Sumerduckman. Fortunately I didn't have to use a heat gun!
