Brake Pulsing 200

I'm having some difficulty with the brakes on my 245 DL. Several months ago I put new rotors and pads on the rear, and today I put new rotors and pads on the front to get rid of pulsing when braking. I was sure the new rotors on the front would cure this, but alas, it has not. The car is smooth at 70+ on the freeway, so it's not a wheel balance problem. I just had the Virgos with recent tires balanced.
Does anyone have any idea why or how this is occuring?
