Power Steering problem 700 1987

My power steering is "catching" occasionally at low speed. The belt is in good condition, clean, properly tight (about a half inch of play, correct?), and there's sufficient fluid, but when the problem occurs I can hear a squeeling sound as if the belt was slipping. Does this mean the PS pump is on its way out? Or could the harmonic balancer make that kind of noise? Or something else?

Thanks for any ideas!

I believe the harmonic balancer will commonly squeel (if failing) at engine start-up. You can mark a straight line across the pulleys with white paint, or the like and watch to see if the pulleys drift from one another while the engine is running. 1/2" should be fine for tension on p/s belt. Nonetheless, to check the belt, try spraying water on the belt and see if the squeel stops. Also, check condition/colour of the p/s fluid.
