1995 960 starting problems, Fuel Regulator Failure? S90-V90

I have a 1995 Volvo 960 that decided not to start yesterday. I checked and have good start on all cylinders and just replaced the fuel filter this evening. There appears to be good pressure at the Schrader valve before the fuel filer and pressure on the outlet side of the fuel filer, but the plugs remain dry.

My question, could this be the fuel regulator? How do I test, and I am assuming that the fuel regulator is the valve with the vacuum line going to it on the return fuel supply from the fuel injectors? I am not very familiar with the Volvo's, so I will need lots of help.

Also check out the Idle Air Control valve - it's plumbed in so that it can let 'free' air ahead of the throttle body can run around the throttle body and directly into the intake manifold.

It's a little cylinder with a T fitting for the two hoses on one end and an electrical plug on the other end. I should be plumbed in right directly beneath your throttle body, bolted up to a bracket.

You can clean it with Carb cleaner. disconnect the hoses and pull the plug and get it out of the car to drench in cleaner, shake it around, repeat repeat repeat repeat until the carb cleaner coming out is clean and you're satisfied that the valve is clean too.

You need to make sure you are getting spark, try pulling for and aft plugs and leave connected to the coil packs while you have some one try to turn her over and check if they are lighting up.
There are two power stages that control spark for three cylinders each, connected to the front and back of the intake manilfold.
If you are not getting spark in any of the cylinders then look to the rpm sensor located at the back of the engine on top of the tranny.
If you are getting spark then the fuel system will need to be checked.

Also, swap the Fuel Injector relay with another similar relay in the box on the strut tower.
