High cold idle speed 200 1989

It seems the engine cold idle speed is a little high, after a transmission rebuild. The idle settles down to normal once the temp guage starts to register. I'm wondering how the EFI manages the cold idle speed, and is it adjustable.

The ECU determines the idle speed from the various sensor inputs, and adjusts it at the IAC valve, it is not adjustable otherwise.
If you are having trouble after the trans was removed, I would guess that the throttle spool may be sticking/binding , and that may be because of a problem with the transmission kick down cable.
