intermittent stall and constant seatbelt light 200 1983

My 1983 245 stalls regularly. When driving it will suddenly lose all power and the system relay will click or even sometimes buzz, but no dash lights come on like engine has stalled. I grounded system relay through the fuel pump relay, fixed relay click but still stalls. The car will regain power after 5 to 10 seconds and drive fine, but if I push in the clutch while this happens the cars dies but will instantly start right back up with the key. The seatbelt light now comes on as soon as i insert key in the ignition and stays on at all times. I have checked all grounds, changed out ECU, AMM, ICU (ignition control unit), fuel pressure regulator, fuel pumps, relays, temp sensor, o2 sensor, hall effect sensor, coil, cap, rotor, inspected all wiring (shows no symptoms of harness rot) tested TPS and cleaned idle control unit. I have had this car for four years now and have only gotten to drive it about 100 miles (but not farther than 6 miles from home) due to this problem. Could this possibly be a faulty ignition switch or some other volvo gremlin.
