Strange loss of power 200

The other day my I started my car and noticed that it had hardly any power and the muffler, which already is noisy, made this especially throaty noise. I pulled over to see if something was wrong, found nothing and when I restarted the car it ran fine. I'm thinking it Is a catylic converter problem, just curious what others thought before I start replacing things. Thanks!
