engine swapped, no start, no spark at plug.... 200 1989

Swapped engine out of '89 with '91, replacement engine came with wiring harness attached. Connected all wires, starter cranks, fuel pumps buzzes but no start. Bentley manual says 89-93 have Volvo/Chrysler ignitions with a one-way connection to the ICU (ignition control unit) and disconnecting harness from ICU will cause damage and require replacement of harness and/or ICU.

Checked and found not spark at spark plugs (checked #1 & 2) - suspecting ignition problems. Hoping that ICU or harness (or both) do not have to be replaced. HELP?!
