Lowbeams don't work 900

My 94 940's lowbeams do not work when the switch is on. The parking lights work in the parking light position but when switched to headlights no dash or anyother lights are on. I can also flash my high beams so I know it is not the bulbs. Please make any suggestions that may fix the problem. I have already tried cleaning the terminals and the ground and i have checked the fuses.
