tail light circuit board 200 1991

I'm having problems with the right side rear tail light circuit board. The circuit board on the bottom right of the housing (stop/parking light) is torn. The light circuit for that bulb can't be completed. Is there a way to solder or electircal tape it back? I have heard you can't replace it without replacing the whole housing.
