Windshield Washer Runs With Wipers Continuously 700 1989

Something is intermittent because if I keep pulling up on the washer/wiper handle I can SOMETIMES get the washer to stop in the intermittent and slow positions but not in the fast position. I swapped out the relay, 3rd from left in the back row, but that didn't help. Are there any other relays involved or do I have a short in the wires going to the washer? Thanks.
