What Fuel Pressure PSI with pump relay bypassed? 900 1995

When I energized the fuel pump (single pump system) with the engine off, the PSI went up to 38 PSI and no fuel came out of the return line. What pressure should it go up to? Does this mean a bad pump? I replaced the filter already.
