Can anyone tell me if this aux air valve looks good? 200 1979

Hey guys, I've been having problems with my cold idle and I replaced my CPR since it was bad, but my cold idle problem is still around, now it's just not as bad. I put my auxilary air valve in the freezer to see if it would be wide open when cold. But it looks like its only opening less than half way. Let me know what you think. Is this opening normal or should it be open fully when cold? Thanks!
