can't adjust idle mixture??? 200 1984

i've tried and tried, with a dwell meter or LED test light hooked up to the lambda test point. they both read rich regardless of the turning of the CO adjustment screw on the AMM. is there something i'm missing here? i've followed every step of the bently...
