Overheating 1990 240 B230, replaced much with no results 200 1990

Overheating after 15 minutes or so of driving, sooner if at idle in traffic. I can get the gage out of the red by running the heater, pretty uncomfortable in summer heat. So far I have replaced the T stat, water pump, belts, fan clutch (all new OEM parts) flushed and filled the radiator to standard spec level. Still overheating. May be a related symptom, a leak from the oil filler cap runs oil onto the manifold. Replaced valve cover gasket and filler cap. 1990 240 B230 225K miles. Since the engine is not actually blowing antifreeze out the overflow, maybe the issue is measurement? If the temp compensation board has failed it might read hotter than it really is. Is there a test for the board? Or must I order the IPD $20 jumper lead?
