excessive valve train noise 900 1994

I checked the valve clearances on my non turbo 945 and found I need shims with thicknesses: 2@ 3.15,1@ 3.20, 4@ 3.25 and 1 @ 3.30. The shim kit I rented from IPD only contained the 3.30. Everyone is teeling me that the thinner shims are not available and that I need a valve job with new valve seats. Other than the noisy as hell valve train, the car runs well. Any ideas as to my predicament out there in Volvo cyberspace?
