Got a new 89 760 TI...stumped... 700

I got this car for 200.00 cash. But....it runs loppy!
The smog failed saying the correct timing is 750 & its at 1467.
SO must be the timing belt? another problem is that
the dash dummy lights arent coming on like before.
Now its just the orange arrow. Thaks Bricksters
