Radiator leak 900 1993

When I sent my car to the mechanics to inspect the air-con system, he noticed that the side of the radiator was stained with rust in the middle section. He advised to change the radiator as it was already 5 years since it was last changed. Is it a leak as what the mechanics said? How can a plastic tank rust? Why I do not experience loss of coolant since I change the expansion tank and cap 2 months ago. Nevertheless, I do noticed some bubbles at the top wall of the expansion - - - normal???

Should I change the radiator?
